"Nexus: National and Local Developments"

 

Nexus is that term of art in state and local tax (SALT) that refers to the links or connections that must exist between a taxpayer and a jurisdiction before that jurisdiction can impose a filing requirement or tax on the taxpayer. Or, as a client once said to me, “What do you mean I have to file in Idaho?” After a brief review of the basics, this presentation will address the latest national challenges to the bright-line physical presence test set down by the US Supreme Court as well as the Colorado Department of Revenue’s changing position on the “doing business” standard for state-collected cities and counties.

Bruce M. Nelson, MA, is a CPA with over 30 years’ experience in state and local tax (SALT) and is the Director of the SALT group at EKS&H, LLLP. Prior to joining EKS&H, Bruce spent three years with a law firm specializing in state tax audit defense and litigation; two years as the Manager of Tax Policy at the State of Colorado; and before that, he was a Senior Tax Manager for several years in a “Big Four” accounting firm, where he ran the state and local tax desk.
