prioritized associations to target – police and sheriff departments, district attorneys, judges/probation, animal control officers, fire departments, EMTs, vets, doctors, mental health personnel, juvenile assessment centers (March 2004)

empower professionals to recognize the connection between animal abuse and family violence and take action

help professionals recognize the issue as a public safety issue

help communities form their own Link projects by responding to their requests for information (use Aurora as the model)
