Summary:  Digital technologies are a two-edged sword for authors, publishers, and copyright holders generally.  While they offer new possibilities to reach consumers with legitimate product and license offerings, they also enable infringement on a previously unheard-of scale.  At the international level, a mix of legal, political, and market challenges are being addressed.  On the legal side, implementation of the 1996 WIPO treaties (WCT, WPPT) is proceeding, with the European Copyright Directive 2001 and the U.S. Digital Millennium Copyright Act (DMCA) as prototypes.  Work is also underway in a number of countries and regions to ensure that the balance between the protection of rights and the public interest in access to information and knowledge is maintained.  Mr. Owens examined different forces at work on both the political and market levels, in addition to offering a range of related insights.
