HB-1005 adds missing persons with developmental disabilities to the existing alert system for missing senior citizens.

 

HB-1016 expands eligibility for children to be enrolled in the basic health plan and requires schools to determine which children are covered by health insurance and to provided information regarding state health insurance to families of uninsured children.

 

HB-1054 increases the number of judges in selected counties, e.g. for Boulder County the number of judges will be increased from 8 to 9 on July 1, 2009.

HB-1057 creates a task force to explore integrated care for mentally ill persons involved in the juvenile justice or criminal systems.

 

HB-1058 requires all parties and the court to raise the issue of emotional disturbance, which is specifically defined, in juvenile delinquency cases in which they have reason to suspect its existence. Once raised, an assessment is required in the time allotted by the court.

 

HB-1061 requires state child care facility inspectors to make one inspection to each licensed child care facility each year.

 

HB-1062 establishes early childhood councils for counties (or multiple counties) electing to found such a council in order to integrate services assisting in preparing children for kindergarten. The councils seek funding, assess school readiness and provide services to families and preschool children. A graduated credentialing system will be developed for those working in early childhood education. A statewide annual conference of all of the councils will be initiated. Up to 5% of money appropriated for early childhood education can be used to fund the councils.

 

HB-1064 funds with a maximum of $10,000.00 the establishment of lifesaver programs in counties choosing to start such a program to place radio transmitters on the wrists of individuals likely to become lost due to a medical condition such as Alzheimer

s or Downs Syndrome.

 

HB-1071 establishes a registry of debts including unpaid child support. Those on the registry cannot collect Colorado Lottery gambling winnings, but will be referred to the appropriate department, for child support arrearages CDHS.

HB-1129 encourages local juvenile services planning committees to consider including restorative justice programs.

HB-1134 adds vision and hearing services and partial dentures to Medicaid.

HB-1161 requires local juvenile services planning committees to be trained to use the CDHS Division of Youth Corrections risk assessment tool to determine who should be released from detention.

 

SB-002 extends Medicaid eligibility to age 21 to those who were eligible when they turned 18 or otherwise emancipated.

 

SB-004 requires CDHS to implement a coordinated plan for payment for services for developmentally disabled or delayed infants from birth to age 3.

 

SB-011 establishes a commission to conduct a fiscal analysis of high quality early childhood programs and to give recommendations to the general assembly regarding statewide management of all early childhood programs statewide.

 

SB-012 requires family child

 care home providers exempt from licensing to undergo criminal fingerprint checks.

 

SB-015 reorganizes the child support provisions.

SB-018 clarifies how termination of parental rights can be expedited by licensed child placement agencies.

 

SB-032 gives magistrates exclusive jurisdiction to hear temporary custody hearings, but gives parties the right to request all other dependency and neglect hearings before a district court judge.

SB-033 limits the financial exposure of adoptive parents receiving adoption subsidies for the mental health treatment of their adoptive child/ren to that covered by insurance, unless the mental health treatment is required for the adoptive parents

abuse or neglect of the child.

 

SB-064 creates a task force to report on the issues involving foster care.

SB-096 creates a new classification for theft by persons in a position of trust from at risk juveniles or at risk adults.

 

SB-056 permits court orders, including child support orders, to be overturned based on DNA results.
