Legal Aid Foundation 1997-98 Annual Report
A Year in Review

We are delighted to report to our supporters that this has been a year of unprecedented accomplishment for the Legal Aid Foundation. With your support, we just completed our most successful fund-raising year ever. Most notable was our disbursement of one-half million dollars to the legal services programs—a 19% increase over last year. We did this by significantly increasing the amount of funds raised and maintaining low-cost, efficient operations.
The role of the Legal Aid Foundation is straightforward: to raise private funds so that more poor Coloradans get the civil legal assistance they need to live decent and dignified lives. To do our job well, we depend on the strong support of people like you who share our commitment to making justice more accessible.
Against the backdrop of several serious challenges to legal services in recent years, the Foundation has worked hard to increase unrestricted revenue. We have built on our success; our revenue has increased each year. This past year, two of the top goals were to preserve and maximize existing funding sources and diversify funding sources. Here are some highlights:
- received 75 new and increased major gifts from individuals ($250+);
- secured first-time matching grants from The Denver Foundation and Rose Community Foundation;
- received significant new funding from accounting firms, including the donation of the Foundation's first financial review from Hein + Associates, LLP.
To each of you, we offer our gratitude. During these times of declining public support of legal services for the poor, your continued and increased support is much needed and deeply appreciated.

The Legal Aid Foundation of Colorado funds legal services programs that provide civil legal assistance to those who have no pathway to justice. |

The Legal Aid Foundation was formed in 1981 as the statewide fund-raising arm for Colorado's federally funded legal services programs, now Colorado Rural Legal Services, Legal Aid Society of Metropolitan Denver and Pikes Peak/Arkansas River Legal Aid. Colorado pioneered this coordinated, fund-raising model, which has been adopted by other states.
The nearly $500,000 disbursed in 1997-98 to the three programs is approximately 9% of their combined budgets. Funds are distributed based on the poverty population of each program's service area. The breakdown of the Foundation's funding sources is as follows: law firms, 60%; individuals, 29%; and other (private foundations, companies, events, miscellaneous), 11%. The Foundation has built on its success; its income has increased each year.
Families and individuals who seek help from the legal services programs funded by the Legal Aid Foundation are from every county in Colorado, live in poverty and their cases reflect day-to-day survival situations. Last year, these programs provided assistance to approximately 25,000 low-income families. As the number of individuals joining the ranks of the poor in Colorado continues to escalate, the private fund-raising activities of the Legal Aid Foundation of Colorado become increasingly important in the lives of the less fortunate.
The Programs
We work to meet the basic legal (non-criminal) needs of poor and low-income individuals.
Providing access to justice for people denied this right due to impoverished conditions is the basis upon which Colorado's three legal services programs were founded. The programs assist poor families and individuals with their civil (non-criminal) problems and as a result, help them maintain the basic necessities of a decent and dignified life. Last year, thousands of Coloradans received help in:
- obtaining or maintaining access to health care;
- saving their homes from foreclosure;
- obtaining child support orders;
- obtaining or maintaining disability benefits; and
- restoring family stability.
To qualify for legal assistance, a family's gross income must not exceed 125% of federal poverty guidelines. For example, the gross income for a family of four cannot currently exceed $20,563 annually. Clients are from diverse backgrounds, are of all colors and ages, but all of them are poor.
In the past year alone, Colorado's legal services programs closed approximately 25,000 cases but had to turn away thousands more due to lack of funding. When appropriate, self-help materials such as brochures and informational materials were given to clients for their use in solving their own problems. Most of the matters requiring one-on-one assistance were solved without court appearances.
Looking Ahead
The tragic reality is that problems confronting the poor today are more prevalent and more serious than a decade ago. Currently, almost one-half million individuals statewide qualify for legal aid as defined by federal poverty guidelines, but there is only one legal services attorney for every 10,000 eligible persons.
In 1995, federal funding for legal services was drastically reduced, resulting in a loss of over $1 million to Colorado's legal services programs. In response to this reduction, the Legal Aid Foundation intensified its fund-raising efforts and increased overall unrestricted dollars. Disbursements to the programs including 1996 were as follows:
1996 - $364,000; 1997 - $419,000; 1998 - $498,500.
In addition, the programs themselves are making strong efforts to work more efficiently with fewer resources. Colorado's three legal services programs made significant strides in collaboration to assess and develop plans for improved program technology. Although not an end in itself, technology is essential to support improved and more effective legal services provided by the programs. These efforts began in 1997 with the goal of enhanced program performance in late 1998, throughout 1999 and beyond.

Virginia R., an elderly widow living on Social Security, was victimized by a home-improvement scam. An employee of a repair company agreed to fix two broken windows for a pre-payment of $500. After receiving payment, and promising to do the work the next day, the technician never returned. Virginia repeatedly called the company, but her calls were not returned. The C. Johnson family of four called legal aid after being contacted by a bill collector. Mr. Johnson's temporary disability prevented him from maintaining employment, so he could not pay medical bills from a car accident in which Mrs. Johnson was hospitalized. Their insurance company denied coverage, contending that hospital- ization was not required.
