The Colorado Bar Foundation

The Colorado Bar Foundation ("Foundation"), established in 1953 by members of the Colorado Bar Association ("CBA"), functions exclusively for educational and charitable purposes and is an organization qualifying under § 501(c)(3) of the Internal Revenue Code. The Foundation promotes the advancement of jurisprudence and the administration of justice in Colorado through grants to help educate the general public and to provide assistance to legal institutions in Colorado.

All CBA members are also members of the Foundation. The Foundation is governed by a nine-member Board of Trustees ("Board" or "Trustees") appointed by the CBA Board of Governors. Foundation Board members serve a term of three years, without term limitations. The Trustees meet quarterly to govern the business affairs of the Foundation. Annually, the Trustees review grant requests and distribute monies to worthy causes in support of the Foundation’s granting policies.

Financial support for the Foundation comes from several sources. Voluntary contributions are solicited from CBA members along with the annual dues. Memorial contributions for deceased lawyers, friends, and family are welcome. Bequests are made to the Foundation in wills. Special gifts may be made in any amount.

In the fall of 2004, former Colorado Bar Association President Bennett S. Aisenberg donated a $10,000 unrestricted gift to the Foundation. In recognition of this gesture, the Board of Trustees created a special category of donors, the "Aisenberg Society." Members of the Aisenberg Society donate $10,000 to the Foundation, either in a lump sum or over a period of four years or less, and are recognized at the annual Bar Fellows Dinner. In addition, founding members in the year 2005 will have their name engraved on a plaque housed at the Foundation offices.

The primary source of endowment funding, however, is derived from the Colorado Bar Fellows and their annual contributions. The Colorado Bar Fellows came into existence in 1977. With a program patterned after the American Bar Fellows, the Colorado Bar Fellows are selected and honored at the annual dinner. Colorado Bar Fellows are members in good standing in the CBA who have been recommended by their colleagues. These lawyers have been selected because of their outstanding contributions to their communities.

New members pledge $1,500 toward the Foundation’s endowment, to be paid in ten equal annual installments. All contributions are tax deductible. On completion of their financial commitment, a member becomes a Fellow Emeritus. Although these members are exempt from making a mandatory annual contribution, most continue to contribute to the activities of the Foundation.

Contributors to the Colorado Bar Foundation may be assured that donations will help fund a strong, concerned, and progressive charity, dedicated to assisting and promoting the justice system in Colorado. The most recent list of recipients is printed at the end of this report.

2004 GRANTS $55,950

Arvada Teen Court—$750

Supports an advanced training retreat for 10 to 20 youth volunteers to provide a learning opportunity, as well as an incentive and reward for service. The youth volunteers are provided room and board, team building and skill building tasks, classes appropriate to their need for improvement, and fun activities.

Center for Education in Law and Democracy—$3,000

To fund a statewide conference, "Educating for Citizenship," which will provide 300 Colorado teachers with the most current law-related content, strategies, and connections to lawyers, judges, and other resource people.

CBA Public Legal Education Committee (formerly Law Education Committee)—$3,500

Funds will defray travel expenses incurred by the champion team of the Colorado State High School Mock Trial Competitions, while attending and representing Colorado and the CBA at the 2005 National High School Mock Trial Competitions.

Colorado CASA—$3,000

Funds will provide underwriting for the Ninth Annual Colorado CASA Training Conference, which will provide valuable training experience for attorneys, judges, social workers, foster parents, CASA volunteers, and others in the delivery of high-quality services to high-risk children in dependency and neglect cases in fifteen Colorado judicial districts.

Colorado Center on Law & Policy—$1,000

Funding for "Legal Night at the Center," a monthly program where volunteer attorneys give information and limited advice, and make referrals in the areas of family, immigration, housing (landlord/tenant), and employment law. This program serves mostly Spanish-speaking, low-income clients.

Colorado CloseUp—$2,700

Funds will be used to recruit new schools into the program, provide scholarships for indigent students to participate, and improve the civic competencies of students and teachers across the state. As a result of this program, students have provided tutoring services in civics to younger students; conducted voter education campaigns; and worked with judges, lawyers, legislators, and law enforcement officials to promote uniform enforcement of Colorado laws.

Colorado Cross-Disability Coalition—$2,000

Funds will be used for the advocacy program, which offers non-attorney representation to individuals with disabilities at risk of losing or unable to obtain life-sustaining benefits, support for volunteer advocates providing direct representation, and development of materials and educational programs.

Colorado Judicial Institute—$5,000

To support programs designed to raise funds for judicial education, improve the delivery of justice to families and children in the courts, recognize judicial excellence, improve the existing judicial performance evaluation program, expand the use of ADR within the courts, preserve judicial independence, and educate the public about the role of an independent judiciary.

Colorado Lawyers for the Arts ("CoLA")—$1,000

Funds will be used to support CoLA’s legal assistance and education programs designed to support Colorado’s expanding artist community.

Colorado Legal Services ("CLS")—$3,000

To continue the process of translating sections of the CLS website into Spanish, particularly self-help legal information and information about legal aid organizations throughout Colorado.

Colorado Springs Teen Court—$750

Continued funding to provide an alternative sentencing system for first-time juvenile offenders of misdemeanor crimes. The goal is to keep juveniles from committing a second offense, to take responsibility for their actions, and to become productive members of society.

(The) Counseling Center—$2,000

To support a safe and neutral exchange site where high-conflict divorced or separated parents, grandparents, and other people in Boulder and Broomfield Counties with custodial rights can transfer and/or visit their children without violence and hostility.

Court Care for the Pikes Peak Region, Inc. (Junior League of Colorado Springs)—$2,000

Provides free child care to children whose parents, guardians, or caregivers must appear in court or conduct court-related business in the Fourth Judicial District, for any reason that may or may not be directly related to the child.

Denver Rotary/DU College of Law—$500

A study fellowship to familiarize a graduate Russian law student from Moscow State University to the rule of law in a democracy. The student is exposed to an intensive one-semester study of American law, which focuses on the American legal system, constitutional law, international law, and international business law.

Durango Teen Court—$750

Continued funding for the program, which offers school and court officials an alternative to school expulsion and the filing of criminal charges for juvenile offenders. Durango Teen Court emphasizes concepts such as accountability, positive peer influence, competency development, and youth empowerment and involvement.

Gay, Lesbian, Bisexual & Transgender Community Center of Colorado—$500

To computerize the Center’s Legal Initiatives Project Legal Hotline records, which are currently maintained on handwritten forms. Funds also will be used to market the program statewide.

Justice Information Center—$2,000

Funding for the Center’s Legal Immigration Services program, which provides legal services at no cost to non-English-speaking women in violent domestic relationships who also have immigration status issues.

Legal Center for People with Disabilities and Older People—$2,500

Funds will be used for the Center’s HIV Legal Project, where individuals with HIV/AIDS will be provided information on their rights, advocacy, and legal representation, and will gain access to services and protection from abuse, neglect, and civil rights violations.

Mesa County Bar Association Mock Trial Competition—$500

Funds will help defray costs for approximately seventeen Western Slope teams to participate in the 2005 State High School Mock Trial Competitions.

North American Indian Legal Services—$1,000

Funds will be used for the American Indian Juvenile Justice and Mentoring Program, which provides attorney services, guardian ad litem, and mentoring services to indigent Indian youth in juvenile court cases, as well as mediation services in dependency and neglect cases.

Project Safeguard—$5,000

Funding will assist in maintaining a presence in the Denver, Arapahoe, Adams, and Broomfield civil protection orders courts where Project Safeguard supports the need of pro se domestic violence victims.

Recording for the Blind and Dyslexic—$500

The funds will be used to defray costs for volunteers to record law-related textbooks for use by law students who are blind or print-disabled.

Rocky Mountain Children’s Law Center—$2,500

Funding will be used to sponsor training conferences to recruit pro bono attorneys and to train legal and other professionals in the field to improve the delivery of legal services for children at risk.

Sixth Judicial District Access to Justice Committee—$2,500

Funds will be used to produce a videotape (in English and Spanish) educating court users on court protocol, rights, and basic information about the judicial system.

University of Colorado School of Law, Juvenile Law Clinic—$4,000

Funds will be used to operate the Juvenile Law Clinic, at which students will study juvenile law and, under the supervision of a Clinical Professor, represent indigent children and families in dependency and neglect, termination of parental rights, and delinquency cases in Colorado District Court.

University of Denver College of Law, Public Interest Clerkship—$4,000

The program provides opportunities for students to engage in unpaid legal work during the summer break on behalf of non-profit organizations that might not otherwise be able to afford these services.
