Program Description:
This CLE will offer highlights of legislation impacting local governments that passed during the 2024 session of the Colorado General Assembly, as well as provide a look ahead to some of the issues that the General Assembly is likely to take up during the 2025 session.
Speaker Bios:
Kelly Flenniken - Executive Director, CCI
Kelly serves as the Executive Director of Colorado Counties Inc. (CCI) - the statewide association of counties. In this role, she focuses on coalition building and bipartisan policy advocacy. Prior to CCI, Kelly led community relations and corporate giving for Xcel Energy. Kelly is a graduate of Knox College and a distinguished alumna of the Colorado Governor's Fellowship Program and Leadership Denver.
Rachel Bender - Senior Associate Counsel, Colorado Municipal League
Rachel provides legal services for the Colorado Municipal League, which includes assisting the legislative advocacy team, educational support for municipalities around the state, and advocacy for municipal interests in the court. Prior to CML, Rachel worked in the Jefferson County Attorney's Office, where she focused on a wide range of civil litigation and served as a legal advisor for the sheriff. Rachel is a Colorado native and graduate of the University of Colorado at Boulder and University of Denver Sturm College of Law.
